Friend the Chancellor of the Exchequer announced in his July Public Expenditure White Paper, we will be setting up pilots to test the effect of an Education Maintenance Allowance payable to young people from low-income households. My right hon. Friend the Secretary of State intends to make further announcements on this matter before the end of the year.
