§ Mr. TimmsOur latest estimate is that there are around 120,000 current recipients of Disability Living Allowance paying tax at the 20 per cent. rate, 110,000 recipients paying tax at the 23 per cent. or basic rate, and 10,000 recipients paying tax at the 40 per cent. or higher rate. These estimates are based on survey information and are subject to margins of error. The tax rates refer to the highest marginal rates of income tax the recipient is liable to pay.
