At the Pörtscharch informal European Summit, my right hon. Friend the Prime Minister made clear his wish for the European Union's Common Foreign and Security Policy (CFSP) to be made more effective. He also argued to greater European responsibility for defence, but made it clear that he is open-minded on institutional issues.
