§ Mr. HoonSo far as England and Wales are concerned, all relevant parts of the Act have been commenced with the exception of section 3 sub-sections 3–9. These sub-sections will be commenced as soon as rules designed to facilitate the operation of the Act have been approved. The final consultation process on the rules is under way at present and will be completed as quickly as possible.
