§ Dr. Howells[holding answer 7 May 1998]: Under the new higher education funding measures for 1998/99, Disabled Students' Allowances will no longer be means tested for disabled full time students. Access funds in both further and higher education have increased significantly. In further education, the funding mechanism provides for additional support for disabled students according to need.
