§ Ann ClwydTo ask the Secretary of State for Foreign and Commonwealth Affairs which countries are currently refused arms export licences as a consequence of the ethical foreign policy. [41569]
§ Mr. Tony LloydAll applications to export goods entered in Part III of Schedule 1 to the Export of Goods (Control) Order 1994 are assessed against the criteria announced by my right hon. Friend the Foreign Secretary on 28 July 1997,Official Report, columns 26–29. The criteria do not specify automatic refusal of licence applications for exports to any country or countries. But they do state that a licence should be refused if approval would be inconsistent with the UK's international obligations and commitments to enforce UN, OSCE and 109W EU embargoes together with any national embargoes. I listed all arms embargoes implemented by the UK in my answer to my hon. Friend the Member for Rugby and Kenilworth (Mr. Flynn) of 28 January 1998, Official Report, columns 273–74.
