§ Mr. George RobertsonThe NATO study on the costs of enlargement is a classified document, and I am therefore withholding it under exemption 1 (defence, security and international relations) of the Code of Practice on Access to Government Information and do not propose to publish it. I have however provided a copy of the study to the Defence Select Committee, whose Third Report of Session 1997–98 (HC 469) reproduces the unclassified information provided to it.
