To ask the President of the Board of Trade what human rights considerations were taken into account when(a) refusing and (b) granting the ML1 licences to Indonesia. [40389]

I have been asked to reply.

All applications for licences to export goods entered in Part III of Schedule 1 to the Export of Goods (Control) Order 1994 to Indonesia or any other country, are considered against the criteria announced by the Foreign Secretary on 28 July 1997, Official Report, columns 26–29. The criteria are also used for considering applications for the export of dual-use goods where there are grounds for believing that the end-user would be the armed forces or the internal security forces of the recipient country. The criteria include consideration of respect for human rights and fundamental freedoms in the recipient country and the risk of the proposed export being used for internal repression.
