§ Mr. RaynsfordThe Bellwin Scheme of emergency financial assistance is intended to help local authorities deal with the immediate aftermath of an emergency or disaster. Grant is discretionary and is paid at the rate of 85 per cent. on qualifying expenditure above a threshold, related to an authority's Standard Spending Assessment.
