§ Mr. MeacherUnder the United Kingdom Presidency, we will be considering at the meeting of the Environment Council in June how to share out between Member States the legally binding 8 per cent. target agreed by the European Union at Kyoto. We then intend to consult on a programme of measures which will largely focus on delivering our legally binding commitment from Kyoto as well as considering how we might move towards our 20 per cent. aim. We will be looking at the scope for savings from improved energy efficiency by business and in the home; lower transport emissions; and an increase in the electricity generated from renewables and combined heat and power.
