Work on Railtrack's network must comply with the requirements of their Rule Book and the Railway Standards (the provisions of which are mandatory on Railtrack plc and its contractors by virtue of Railtrack's Railway Safety case and related contractual arrangements).
Inspectors of the HSE's Railway Inspectorate are responsible for enforcing legal requirements relating to health and safety on the railways.
