To ask the Secretary of State for Northern Ireland what was the purpose of the visit to the Harlem or Bronx districts of New York of those involved in policing in Northern Ireland; how many were involved; what was the respective appointment of each; who sponsored the visit; and what was the total cost involved. In December 1997 fifteen RUC officers took part in a research visit to New York, which had been approved by the Chief Constable. The group of police officers, led by an Assistant Chief Constable and including Superintendents, Chief Inspectors, Inspectors and a Constable, observed a number of policing initiatives currently in practice within the New York Police Department. These included police management, performance measurement, community policing and community relations activities at both Headquarters and local precinct level. The total cost is not readily determinable.
