§ Mr. Tony LloydIt remains our view that freedom of expression should be one of the Commonwealth's core values and we will work to ensure that it takes its place alongside other principles expressed in the Harare Declaration. We are also working to ensure that the high standards already agreed in the Harare Declaration are applied throughout the Commonwealth.
