§ Mr. Banks[holding answer 16 March 1998]: The English Sports Council (ESC) is creating a Facilities Planning Model (FPM) which will enable it to undertake assessments of shortfalls in specific types of community sports facilities across England. A total of ten regional assessments—based upon the FPM and individual National Governing Body Strategies should be available in the autumn.
