§ Mr. MichaelSection 16 of the Football Spectators Act 1989 sets out the effect of a restriction order and provides for the offence of failure to comply with the duty to report. A person who fails to report to a police station without reasonable excuse is liable on conviction to a term of imprisonment of up to one month or a level 3 fine (currently £;1,000) or both.
