§ Mr. HoonThe Government's policy is to promote compliance by public authorities with the terms of the European Convention on Human Rights. My Department is still considering the lessons to be learned from international experiences of implementation of human rights legislation, and is consulting with other Government Departments, judges, the professions and practitioners on the practical arrangements for22W implementation. The aim is to manage implementation effectively, including ensuring that the judiciary and practitioners can handle human rights issues appropriately where they arise, in order to keep to a minimum any increase in court workload and legal aid costs.
