§ Dr. David ClarkThe Government recognise the importance of ensuring civil servants are fully aware of the context within which they work. An important means of achieving this is through practical experience. Targets have been set to increase the mobility of civil servants across Government. The Government will ensure that there is inter-departmental mobility between civil servants working for the Welsh Assembly, the Scottish Executive and the rest of the Home Civil Service.
