§ Mrs. Liddell[holding answer 27 February 1998]: Because European Community Budgets do not generally earmark amounts to individual member states at the start of each budgetary year, there is no yardstick against which the outturn for each member state can be judged in order to ascertain what proportion of any underspending or overspending is directly attributable to them.
