What were the terms of reference for an investigation by Pat Niner of Birmingham University School of Public Policy on local authority powers to deal with unauthorised encampments; and whether they will ask the researchers to consult Members of both Houses who spoke in the debates on the Criminal Justice Act 1996 before publishing their findings. We are placing in the Library of the House a copy of the department's outline specification for the research project on unauthorised camping.
