asked Her Majesty's Government:

Whether they will propose to the United Nations Voluntary Fund for the Victims of Torture that contracts with relevant organisations should not normally be funded for periods exceeding 36 months so as to bring the fund into line with the European Commission Budget Chapter B7–70, European Initiative for Democracy and the Protection of Human Rights. The United Nations Voluntary Fund for the Victims of Torture (VFVT) make grants to non-governmental organisations and other groups with relevant expertise. Projects are funded on the basis of an implementation period of no more than 12 months, although further funding is considered on the basis of a fresh application. VFVT do not enter into contracts with their partners, but operate on the basis of an exchange of letters.
