§ Mr. Darling[holding answer 18 June 1998]: Paragraph 2.18 of the November 1997 Pre-Budget Report made clear that the Government monitor progress against the golden rule using the public sector current balance. Paragraph B.53 of the March 1998 "Financial Statement and Budget Report" sets out the definition of the current balance; and paragraphs B.62 and B.63 deal with the measurement of capital spending.
