§ Ms Glenda JacksonNone. The upgrade proposal initially submitted to the Regulator reserved the fast lines on the WCML south of Rugby for high speed services. The Regulator's decision was that such rights to exclusivity were inappropriate, and this aspect of the proposal has been withdrawn.
