§ Mr. George HowarthThere are no plans to introduce specific controls in respect of animal refuges and sanctuaries. The welfare of all domestic and captive animals is provided for in the Protection of Animals Act 1911, under which it is a criminal offence to cause any unnecessary suffering to such animals.
