§ Ms Estelle MorrisThe Government are committed to the principle that anyone who has the capability for higher education should have the opportunity to benefit from it. The funding package for higher education for 1998–99 includes £4 million to enable a start to be made on resuming growth at sub-degree level. Plans for later years will be announced in the light of the outcome of the Comprehensive Spending Review.
