§ Angela EagleChelmsford Borough Council litter wardens warned 302 people for litter offences in 1995–96 and 347 people in 1996–97. Figures for warnings given in 1997–98 are not yet available. No fixed penalty fines have been issued by Chelmsford Borough Council over the last three years.
