§ Mr. SpellarThe Top Level Budget Holders in the Ministry of Defence are responsible, in conjunction with Energy Efficiency Focal points, for the setting and achievement of performance targets within their area. Assessments of an Energy Manager's effectiveness are based upon the practical savings achieved against recognised performance indicators, such as usage.
The names and ranks of the Energy Managers are being withheld under exemption 14 of the Code of Practice on Access to Government Information.
