§ Mr. Andrew SmithThe Full-Time Education and Training option of the New Deal for 18–24 year olds is primarily aimed at enabling young people who do not hold qualifications at NVQ Level 2 (or equivalent) to gain those qualifications. Support for higher level studies can also be given, where this will clearly enhance the young person's employability. In the case of an Access to Higher Education course, support can be given under the New Deal where the course forms part of a coherent action plan leading towards sustained employment.
