To ask the Secretary of State for the Home Department what assessment he has made of the Reasoning and Rehabilitation programme, in Holloway and Cookham Wood; and what plans he has to extend this scheme. [54215]

Reasoning and Rehabilitation is a nationally accredited offending behaviour programme. Its delivery at individual establishments is reviewed annually as part of the Prison Service's offending behaviour programme accreditation process. The 1996–97 review showed that Cookham Wood and Holloway are implementing the programme well.

To maintain the quality of programme delivery, the Prison Service modifies the number of successful completions of the programme by prisoners by reference to an implementation quality rating. In 1997–98, the adjusted figure for Cookham Wood was 14 completions and for Holloway 20.9. Under plans made before the outcome of the Comprehensive Spending Review was announced, Cookham Wood was predicting 24 completions for 1998–99 and Holloway 21.

The Prison Service plans to increase significantly the number of completions of accredited offending behaviour programmes across the whole estate over the next three years.
