To ask the Secretary of State for the Environment, Transport and the Regions if he will ensure the votes of the eight separate estates being balloted for the Poplar II HARCA will be counted separately. [53972]

No. The conduct of the count is a matter for the London Borough of Tower Hamlets.

To ask the Secretary of State for the Environment, Transport and the Regions what measures he proposes to ensure that the votes of leaseholders are given equal weight to those of tenants in the Poplar II HARCA ballot. [53973]

§ Mr. Raynsford
When deciding whether or not to give consent to a transfer under section 32 of the Housing Act 1985 the Secretary of State has to be satisfied that the majority of secure tenants are not opposed to the proposals. There is no such requirement in relation to leaseholders, although the Secretary of State will take their views into account when making his decision.
