§ Dr. HowellsNo assessment has been made of the introduction of licensing of second-hand motor dealers which is at the discretion of individual local authorities in Scotland under powers in the Civic Government (Scotland) Act 1982 which enables them to license all second-hand dealers for the purposes of preserving public order and safety and the prevention of crime. There are no plans to extend the scheme to other regions beyond Scotland.
