§ Mr. Byers[holding answer 30 July 1998]: The Government are committed to providing a secure and cost effective method of paying benefits over post office counters. ICL pathway have contracted with the Benefits Agency (on behalf of DSS) and Post Office Counters Ltd. to deliver this using the benefit payment card.
