To ask the Secretary of State for Northern Ireland, pursuant to the answer of the Prime Minister on 10 July 1998,Official Report, column 641, what institutions are included in the description devolved institutions in Northern Ireland, Scotland and Wales when established and, if appropriate, elsewhere in the United Kingdom"; if the description extends to regional chambers and regional assemblies. The institutions include the Northern Ireland Assembly, Scottish Parliament and Welsh Assembly. In the absence of elected regional Assemblies in England we have yet to determine the best means of reflecting the views of regional interests in England in the Council.
