To ask the Secretary of State for Northern Ireland what assessment she has made of the level of expertise in community policing held by members of the Independent Commission on Policing in Northern Ireland from(a) South Africa, (b) New York and (c) Toronto. [52223]

A careful assessment was conducted of the experience and expertise of the members of the Independent Commission on Policing. I am satisfied that they bring together a range of appropriate skills. These include a very high degree of expertise in policing, from both operational and academic perspectives, including community policing.
