To ask the Secretary of State for Health what plans he has to amend legislation to allow the elderly in long-term care to use any capital they have which is wholly disregarded by the means tests to make up the difference in cost between the care which their authority is prepared to arrange and the care they choose. The terms of reference of the Royal Commission on long-term care of elderly people ask them to look at how the cost of long term care should be apportioned between public funds and individuals.
