To ask the Secretary of State for the Environment, Transport and the Regions (1) if he will ensure that adequate investment in new rolling stock is promised by rail operators before extending rail franchises; [52519]

(2) what targets he will lay down for rail operators to meet before rail franchises are extended. [52518]

I refer my hon. Friend to the reply I gave on 28 October 1997,Official Report, column 806, and the statement made by my right hon. Friend the Deputy Prime Minister on 20 July 1998, Official Report, column 786. The early re-negotiation or extension of franchises will be considered only where train operators offer improved investment and services and more demanding performance standards on a basis that provides value for public money. Cases will be considered on their merits against these objectives.
