To ask the Secretary of State for the Environment, Transport and the Regions what research he has commissioned on average traffic speeds in London and other cities during(a) peak periods and (b) off-peak periods. [51163]

The Department has commissioned traffic speed surveys in London since 1986. The surveys, covering central, rest of inner, and outer London are conducted on a rotating basis, with each of these three areas surveyed every three to four years. Similar surveys in other cities were carried out in 1993 and 1996. These covered the 19 largest conurbations in England, as well as five randomly chosen smaller towns.
