§ Mr. DenhamWe have given a commitment to fundamentally reform Incapacity Benefit for future claimants. We are examining the scope for a new test which focuses on what people can do as well as what they cannot do, recognising that capacity for work is a continuum. We will bring forward our proposals in due course.
