§ Mr. George Robertson[holding answer 20 July 1998]: My Department does not have a system of rotation by Service for tri-Service appointments at 2-star rank and above. The current system aims to identify the best individual for the job by selection on merit whilst maintaining a broad balance of appointments between the Services.
