To ask the Secretary of State for International Development, pursuant to her answer of 8 July 1998,Official Report, column 533, concerning the 150/500 KV sub-stations project in Indonesia, what has the project achieved to date; what is her assessment of the project's value for money; and if she will place in the Library copies of the project appraisal, monitoring and evaluation reports completed to date. Of the 13 substation sites covered by the project, two have so far been completed and handed over to the Indonesian authorities. Constraints on local expenditure on civil works, as a result of the financial crisis, are delaying the completion of five sites and work on the remaining six has been suspended for twelve months. Discussions are continuing between DFID, the Indonesian authorities and the contractor to assess the situation and action required in response of it. It is not possible at this stage to make an assessment of value for money. I will place in the Library copies of the project memorandum, which contains information relevant to the appraisal of the project, and of monitoring reports to date.
