§ Mr. Geoffrey RobinsonAs we said in "Modern Public Services for Britain: Investing in Reform", the deciding factor is whether public or private investment offers the best means of securing improved public services. This is the test that my hon. Friends the Secretary of State for Health and the Secretary of State for Education will apply when planning future capital investment for which their Departments are responsible.
