To ask the Secretary of State for Foreign and Commonwealth Affairs if he will introduce measures to enable residents of the Cayman Islands to have the same freedom of movement throughout the European Union as is available to citizens of French and Dutch overseas territories; and if he will make a statement. The possibility of granting citizenship to the citizens of the Overseas Territories, thereby conferring on them freedom of movement throughout the European Union, is under active discussion between all Departments involved. We are looking at the issue sympathetically, but more work needs to be done before any announcement can be made. The result of this review will be made public in the forthcoming White Paper on the Overseas Territories.
