Whether they have examined the public text of the accords signed in September 1997 between the United States, Russia, Belarus, Kazakhstan and Ukraine on anti-ballistic missile defences; whether these accords bar the United States from testing or deploying any space-based missile defence system; and whether it is their understanding that this restriction applies to laser systems; and, if it does, what effect they anticipate on NATO-Russia relations from the United States programme and tests.
