§ Mr. Paul Murphy[holding answer 30 June 1998]: In line with the practice of successive Administrations, the Northern Ireland Office and Northern Ireland Departments routinely consult the public, interested parties and client groups, by way of consultation papers, discussion papers, and White Papers on a wide range of policies and proposed legislation. I have therefore confined my reply to other major exercises.
