§ Mr. MorleyRenewal of the restrictions on access by foreign fishing vessels within Member States' 6 and 12 mile limits after 2002 will require the agreement of a qualified majority of the Council to a proposal from the European Commission. Although only a qualified majority vote is required, there was unanimous support when the restrictions were last renewed in 1992.
