§ Ms Glenda Jackson[holding answer 23 January 1998]: Since the opening in 1992, Manchester Metrolink has been operated by a private sector concessionaire who is responsible for all operating costs and revenue risks. It is therefore outside the arrangements for Central Government revenue support which cover only the local heavy rail services in Manchester.
