§ Ms Jowell[holding answer 28 January 1998]: 80 per cent. of senior civil service staff in the Department of Health have spent the whole of their civil service career in the Department of Health or its predecessor the Department of Health and Social Security.
Less than 1 per cent. of senior civil servants from the Department of Health have had secondments to the Private Sector. Most secondments are to and from the National Health Service and allied organisations. 4.3 per cent. have been on loan to other government departments and 4.7 per cent. were recruited from them.
