HC Deb 30 January 1998 vol 305 c404W
Mr. Kenneth Clarke

To ask the Chancellor of the Exchequer if his proposals for a tax credit for people on low earnings with dependent children will be based on the policy that benefits and credits for children should always be paid to the mother of the children so long as she has or shares the custody of them. The "Working Families Tax Credit", which the Chancellor announced in his pre-Budget Statement, is part of a package of measures which are designed to make work pay. The WFTC will build on the success of Family Credit. Various options are being examined and the Chancellor will announce his decision in his Budget Statement.
