To ask the Secretary of State for the Environment, Transport and the Regions, pursuant to his answer of 18 November 1997,Official Report, column 133, what factors underlay the decision not to include measures to encourage the re-establishment of ancient bridleways in his plans for increasing access to the countryside. We have a long-standing commitment to give people greater freedom to explore open countryside. However, we have no plans at present to introduce new measures relating to rights of way. Local authorities already have powers to create linear routes.
