§ Mr. MichaelThe proportion of completed complaints against the police which were upheld (substantiated) was 2 per cent. in the twelve months from April 1996 to March 1997. Twenty seven per cent. of complaints were investigated but found to be unsubstantiated, 32 per cent. were informally resolved and 39 per cent. were either withdrawn or granted a dispensation by the Police Complaints Authority.
