§ Ms Glenda JacksonSpeed limits in residential areas are a matter primarily for local highway authorities, but we are considering the principles involved. We would need to be sure that there were adequate means of enforcing limits, whether by physical measures or otherwise and that, on the whole, any expenditure would be effective by comparison with other measures which enhance safety and encourage environmentally friendly transport.
